It is absolutely clear at this point that the City will not even come close to budget projections of a 2.5% increase for this year. The City should immediately implement a citywide hiring freeze for all positions except new police officers. City Council should also table any spending on new projects until we see the full impact of the oil price collapse on our local economy.
